This is why staying power athletes have lower heart rates than average. They are competent to pump blood through the body much more efficiently. The heart and the vessel do consist of muscle, and they can adapt simply like skeletal muscle.
Its the capability of your heart to efficiently pump blood and oxygen to your muscles. The more your practice cardio fitness the better it will become.
